Hon. Chukwuemeka Ujam, PhD, FNSE, mni, is Managing Partner of Nina Jojer Africa, a strategy and advisory firm working across public policy, governance, technology and African institutions. An engineer and technology-policy professional, he has built a career spanning telecommunications, cybersecurity, public administration, legislative service and strategic advisory. His current work focuses increasingly on translating continental policy ambitions into executable programs in areas including digital infrastructure, frontier technologies, industrial policy and regional integration.

Ujam previously served as Commissioner for Lands and Urban Development in Enugu State and later represented Nkanu East/Nkanu West Federal Constituency in Nigeria’s House of Representatives from 2015 to 2019, where he served as Deputy Chairman of the House Committee on Telecommunications. Before entering public service, he held senior technology and security roles in the United Kingdom, including positions with BT Global Services, Atos Origin, Serco and the Metropolitan Police Service. He holds a B.Eng in Electronics Engineering from the University of Nigeria, an MSc in Enterprise Information Systems from King’s College London and a PhD in Biometrics Security from the University of Kent. He is also a Fellow of the Nigerian Society of Engineers and a Member of the National Institute, following completion of the Senior Executive Course at NIPSS, Kuru.

At Nina Jojer Africa, Ujam works at the intersection of policy, investment and implementation, engaging governments, development institutions and the private sector on the structures required to deliver Africa’s technology and industrial ambitions. Recent engagements have included work around the implementation of the African Union’s STISA 2034 agenda, digital public infrastructure, connectivity policy and semiconductor development. In 2026, he also participated in the Africa Semiconductor Investors Forum in Nairobi, where Nina Jojer helped convene discussions on financing architecture and the development of an African semiconductor value chain
