Jane Munga is a Fellow in the Africa Program at the Carnegie Endowment for International Peace, where she leads research on technology policy and Africa’s digital economy. Her work examines how African countries can use digital technologies to support inclusive and sustainable growth, with particular emphasis on digital policy, enabling regulatory environments, digital partnerships and the foundational infrastructure required for digital development.

Before joining Carnegie, Munga served in the Kenyan government as an adviser and economic expert, contributing to the development of national and regional digital policies and frameworks. Her work involved policy interventions, multilateral engagement, public-private partnerships and strategic thinking around digital transformation, giving her experience at the intersection of government, technology and economic development.

At Carnegie, Munga spearheads the Africa Technology Policy Tracker, which maps ICT and artificial-intelligence policies across the continent and provides a comparative view of how African governments are responding to technological change. She also convenes governments, regional institutions and global partners around technology-policy issues, with her research increasingly focused on creating the policy, institutional and investment conditions required for Africa to capture greater value from digital transformation
