Data Protection Commission (DPC) of Ghana
Maxwell Ababio is the Head of Technology and Ethics at the Data Protection Commission (DPC) of Ghana. He is an accomplished leader working at the intersection of enterprise development, data protection, privacy, and AI and data governance.
With over 15 years of experience across both the private and public sectors, he established the Technology and Ethics Directorate at the DPC as a greenfield initiative, building it into a critical function within the Commission. He plays a central role in shaping the Commission’s approach to the development and implementation of data products that drive revenue generation and enhance data analytics capabilities.
In his role, he leads a cross-disciplinary team responsible for drafting Ghana’s national ethical AI strategy as well as advancing data governance frameworks. Beyond the national level, he serves as the First Vice Chair of the African Union Committee on Data Categorization, Sharing, and Cross-Border Data Flows, where he contributes to the development of policy frameworks across the continent.
He also leads the Digital Cooperation Organization (DCO) AI Adoption Playbook, which guides countries and institutions from AI readiness to accelerated adoption, serving as a strategic companion for harnessing the transformative potential of AI technologies.
Maxwell Ababio is a member of the Africa-Asia AI Policymaker Network and the AI Readiness Expert Group under the AI for Good “Innovation for Impact” initiative led by the International Telecommunication Union (ITU). He also contributes to the Open Data Harmonization Framework and its alignment with the ITU AI Readiness Framework.
He is a Fellow of Practice at the Institute for the Future of Work in the United Kingdom, contributing to global discourse on the future of work, responsible innovation, and technology governance.
